    This letter raises some concern for me. The reason I say this is it is not out of the realm of possibilities to have the RLFF or other "philanthropic" funder come to save the day and provide a special MPA enforcement team. This could also be the way the monitoring gets done.

    What gives me further reason to consider the possibility is the mentioning of the Hispanic population and its importance to implementing the goals of the California Coastal Management Initiative. (CCMI). If you haven't read this document, you should. It is exactly what is going on now in print and purpose. It can be found on the RLF website with a little digging. I have posted the link before.
